The Minister of Home Affairs issued Circular No. 14/2026/TT-BNV detailing the adjustment of pensions, social insurance benefits, and monthly allowances. Accordingly, from July 1, 2026, pensions, social insurance benefits, and monthly allowances will increase by 8%.
This Circular provides detailed regulations on adjusting pension levels, social insurance benefits, and monthly allowances for the subjects specified in points a, b, c, h, and i of Clause 1, Article 1 of Decree No. 162/2026/ND-CP who received pensions, social insurance benefits, and monthly allowances before July 1, 2026, including those whose benefits were temporarily suspended before July 1, 2026, but who will resume receiving pensions, social insurance benefits, and monthly allowances from July 1, 2026 onwards, in accordance with the law on social insurance.
Applicable Subjects
This Circular applies to the following subjects:
1. The subjects specified in points a, b, c, h, and i of Clause 1, Article 1 of Decree No. 162/2026/ND-CP. (*)
2. The subjects specified in points a, b, and c of Clause 1, Article 1 of Decree No. 162/2026/ND-CP who retired and received pensions, social insurance benefits, and monthly allowances before January 1, 1995 (including those who retired and received disability benefits before January 1, 1995, and subsequently continued to receive benefits according to Decision No. 91/2000/QD-TTg of the Prime Minister on benefits for those who had reached retirement age at the time of ceasing to receive monthly disability benefits and Decision No. 613/QD-TTg dated May 6, 2010, of the Prime Minister on monthly allowances for those with 15 to less than 20 years of actual work who have exceeded the period of receiving disability benefits) after adjustment according to the provisions of Clause 1, Article 3 of this Circular, whose pension, social insurance benefit, and allowance levels are Monthly allowance lower than VND 3,800,000/month. (**)
Adjustment of pension, social insurance benefits and monthly allowance
Article 3 of the Circular stipulates the adjustment of pension, social insurance benefits and monthly allowance as follows:
1. From July 1, 2026, the pension, social insurance benefits and monthly allowance of the subjects specified in (*) will be adjusted upwards by 8% on the pension, social insurance benefits and monthly allowance of June 2026.
2. From July 1, 2026, the pension, social insurance benefits and monthly allowance of the subjects specified in (**) will be adjusted as follows:
For those whose pension, social insurance benefits, and monthly allowance after adjustment as prescribed in Clause 1 of this Article are equal to or lower than VND 3,500,000/month, they will be adjusted upwards by VND 300,000/month. 2. For individuals whose pension, social insurance benefits, or monthly allowances, after adjustment as stipulated in Clause 1 of this Article, are higher than VND 3,500,000/month but lower than VND 3,800,000/month, the amount shall be adjusted upwards to VND 3,800,000/month.
3. For individuals receiving monthly survivor's benefits or service allowances under the law on social insurance before July 1, 2026, the monthly survivor's benefit amount from July 1, 2026, shall be calculated based on the basic salary stipulated in Decree No. 161/2026/ND-CP regulating the basic salary and bonus regime for cadres, civil servants, public employees, and armed forces personnel.
This Circular shall take effect from July 1, 2026. Circular No. 06/2023/TT-BLDTBXH guiding the adjustment of pensions, social insurance benefits, and monthly allowances ceases to be in effect from the date this Circular comes into effect.
